SUMMARY:
Under general supervision, performs clerical and technical support duties in the county clerk/recorder’s office; provides detailed and specific information to callers and visitors about department programs and services; receives, examines and processes forms and documents in accordance with applicable laws, policies and other requirements; receives. An incumbent in this class may be assigned primarily or exclusively to one functional area in the clerk/recorder’s office but typically provided backup to other areas as needed.
ESSENTIAL FUNCTIONS:
• Serves as an agent of the Colorado Department of Revenue and Motor Vehicles Division to assist the public and other customers with title and registration applications for motor vehicles, trailers, manufactured homes and off highway vehicles; determines the applicable type of title process involved; reviews submitted documents and forms for accuracy, completeness, acceptability, and compliance with applicable Colorado vehicle codes; processes the type of registration required in accordance with state requirements.
• Verifies required vehicle registration and license eligibility documents; denies registration or licensure if such documents are not provided.
• Explains state motor vehicle regulations, policies, standards, and procedures to customers.
• Checks for out-of-state titles, odometer reading discrepancies, and prior salvage and stolen indicators using the National Motor Vehicle Title Information System (NMVTIS); performs Vehicle Identification Number inspections by physically inspecting vehicles as needed.
• Determines and enters accurate vehicle and ownership information into State computer systems.
• Collects and receipts taxes and other fees for motor vehicle transactions; records payment information in the county financial system; reconciles, prepares, and processes daily deposits.
EDUCATION, TRAINING AND EXPERIENCE:

Education:
Completion of 30 semester (or equivalent) college units, including 15 units (or equivalent) in accounting, business administration, finance, real estate, or a related field.
Experience:
At least one year of the experience must have included extensive customer service interaction with the public.
Substitution:
One year of additional qualifying experience may substitute for the above-required education.
LICENSES AND CERTIFICATES:
• Valid Colorado Driver’s License may be required to operate a County vehicle.
• Depending on assignment, the ability to become certified as a Colorado Notary Public may be required.
KNOWLEDGE OF:
• Standard office practices, procedures, and equipment, including the use of personal computers and business software.
• Basic functions and requirements of a county clerk/recorder’s office.

• Serve in a deputized capacity under the authority of the County Clerk/Recorder.
• Learn and apply basic laws, codes, and requirements pertaining to areas of assignment.
• Review documents for completeness and compliance with legal and administrative requirements.
• Operate standard office equipment such as personal computers, copiers, scanners, fax machines, calculators, and multi-line phone systems.
• Utilize standard business software, including word processing, spreadsheet, database, internet and email programs.
• Learn to operate specialized software program specific to the functions of a county clerk/recorder/motor vehicle department.
• Prepare variety of documents using correct spelling, grammar, and punctuation.
• Perform accurate mathematical and financial calculations.
• Type accurately and at a speed that is sufficient to efficiently perform assignments.
• Communicate clearly and effectively, both orally and in writing.
• Establish and maintain effective working relationships with those contacted during work, including customers, co-workers, other county employees, and the general public.
